On my commute to and from work, I am surrounded by people who constantly break traffic laws. Speeding, following to closely, no signals for lane changes are the most common, but occasionally it gets more complicated. In heavy congestion, turns are often blocked by bumper to bumper traffic.
What prompted the questions is a turning lane that gets backed up every day, well past the marked lane. People just end up lining up in the median. Would a self driving car break the traffic regulation and line up in the median or pass all the people and try to merge at the lane opening?
